It's very unlikely that he chooses to play Queen's or Halle, as currently Djokovic is in Belgrade, Serbia, with his wife Jelena and all his family. Last time Djokovic played a grass-court event before Wimbledon was 2010, when he lost to Xavier Malisse in the third round of Queen's.
